There are some cases where you managed to upload the video on Stream but you missed to change the view permission of it. This will causing other users would not be able to view and access the video even though you have shared the link of the videos to them. 

To modify the settings of view permission to that uploaded video, please follow these guides;

1. Please login to Office 365 and open Stream app.

2. Go to My Content and select Videos

3. Look for the video and update the video details

4. Tick the box

5. Apply the changes

6. To share again the link
