Step 1: Login to ODL portal.

Step 2: Click on your profile name.

Step 3: Click on "Profile" from the drop down options.

Step 4: Click on the settings gear.

Step 5: Click on the "Edit profile" link under the User Details.

Step 6: Scroll down to the "User Picture" section. Click to expand the section. Then, drag your picture and drop it on the box.

Step 7: Finally, click on "Update profile" button.

Note:

If you want to change the profile picture, please follow the same steps.
